YBPU is a not-for-profit organisation under the Bakti Barito Foundation, a philanthropic arm of the Barito Pacific Group. YBPU works with missions to accelerate the equality in education and to support achieving the golden generations in Indonesia especially around the business units and affiliates of Barito Pacific Group. In January 2022, YBPU established a partnership with STIR Education to strengthen its programmes and to accelerate its missions. The partnership has the purpose of supporting the education system to reignite sustainable intrinsic motivation and a love of lifelong learning across stakeholders at all levels of the education systems, including children, teachers and school leaders, supervisors, and coordinator supervisors and to build capacity across all levels.
ABOUT STIR EDUCATION
We are an international NGO that supports education systems to reignite intrinsic motivation so that every child, teacher and official is motivated to learn and improve. At a practical level, that means we support governments to reignite intrinsic motivation in teachers and local officials, through teacher networks. Our vision is a world where teachers love teaching and children love learning. Since 2012 we have reached 200,000 teachers and 6 million children across 70 districts in India and Uganda and since 2022 we launched our programme in two districts in East Java, three districts in East Nusa Tenggara, one in West Java, Indonesia.
OUR MODEL
We achieve this through a five-year learning partnership with an education system, where we align all levels of the education system (officials, teachers and children) around the goal of increasing intrinsic motivation.
Practically, this means that teachers undergo monthly network meetings with about 20 to 30 local peers. Through these meetings they’re supported to develop their practice in areas ranging from effective questioning to creating warm but orderly classroom routines – all designed to create a more effective relationship between the teacher and child. In doing so they develop a sense of autonomy (the sense they can change things), mastery (sense of getting better as a professionals) and purpose (reconnecting emotionally with their peers and students) – the key drivers of intrinsic motivation.
District officials undergo a training and coaching programme that motivates and supports them to prioritise, run and monitor the teacher networks and a close partnership with the state or national government enables the government to align this intrinsic motivation approach within their priorities, structures and systems.
The approach is run by the government from day one and after about five years of partnering with an education system we hope to have embedded a culture of improvement at all levels for the system to continue to strengthen itself. We typically allocate one member of our own staff per district to train, energise and coach the district officials running the approach, and a small team at the national or state level.

THE OPPORTUNITY
As STiR Indonesia continues to strengthen programme implementation and deepen its partnerships with local government, the M&E Manager role is essential to ensure that programme monitoring, learning, and evidence generation remain strong and aligned with STiR’s approach to intrinsic motivation and system-level change. The M&E Manager will lead the implementation of STiR Indonesia’s monitoring and evaluation systems, oversee day-to-day data collection and analysis, and generate timely insights that inform programme delivery and decision-making. Working closely with programme teams, the role will ensure that monitoring data is actively used to strengthen engagement with teachers, school leaders, and district officials.
This role reports to the Country Director, Indonesia, and works in coordination with the Global M&E Team. The timing of this role is critical as STiR Indonesia scales its work and deepens collaboration with district and provincial government partners.
REPORTING, ROLES AND RESPONSIBILITIES
The M&E Manager role is based in Indonesia. There may be occasional travel within the country to support data collection, field monitoring, and collaboration with programme and district teams. The post will report to the Country Director, Indonesia.
Implement and Manage M&E systems and processes
- Lead the day-to-day implementation of STiR’s monitoring and evaluation systems within the Indonesia programme, including behavioural observation data collected through the Learning Framework and qualitative insights that feed into MPC discussions and Learning Improvement Cycles.
- Ensure effective and timely data collection, management, and reporting processes across programme activities and districts.
- Coordinate and manage the implementation of programme evaluations and research activities in Indonesia, including liaison with external research partners where relevant.
- Prepare high-quality programme reports, donor reports, and evidence products using monitoring and evaluation data.
- Conduct regular checks on the effectiveness of data processes and systems, and work with the Country Director to review and improve them as necessary.
- Support the operationalisation of M&E strategy by identifying practical requirements at the district and programme level and developing solutions in collaboration with the Country Director, Indonesia.
Strengthen the use of Data for Programme improvement
- Work closely with programme teams to support the use of monitoring data for programme improvement and planning.
- Collaborate with programme, partnerships, and operations teams to ensure monitoring data informs implementation and reporting.
- Contribute to generating learnings that are clear, actionable, and easy to communicate, including through case studies, data visualisations, and evidence briefs.
- Support the production of yearly impact reports by ensuring M&E data is accessible and well-documented.
- Ensure coherence between core M&E and the organisational narrative and theory of change.
- Contribute to documenting programme learning and evidence of programme impact across Indonesia.
- Support government partners at the district and sub-district level to understand, interpret, and use programme monitoring data in their own planning, coaching, and reflection processes, contributing to long-term system ownership of evidence-informed practice.
Contribute to a culture of improvement and cross-functional collaboration
- Build the capacity of programme colleagues to understand and use monitoring data by providing accessible insights, practical guidance, and relevant tools.
- Work collaboratively with the Country Director, programme leads, and the global M&E team to strengthen monitoring and evaluation practices in Indonesia.
- Participate in team reflection and learning processes to continuously improve programme
implementation.
- Support colleagues in strengthening their understanding and use of monitoring data, modelling a culture of evidence-based practice.

REQUIRED SKILLS AND EXPERIENCE
- 3–4 years of experience in monitoring and evaluation, preferably within education or international development programmes.
- Experience in supporting or managing quantitative and qualitative data collection, analysis, and reporting.
- Experience with mobile data collection platforms (e.g., KoboToolbox) and familiarity with student-level assessment approaches is strongly desirable.
- Proficiency in at least one software application for data analysis and visualisation (e.g., Excel, SPSS, R, Power BI, or similar).
- Experience in operationalising M&E plans and systems, with an ability to foresee implementation challenges and work collaboratively to address them.
- Experience coordinating with programme teams, government stakeholders, or external research partners to ensure data quality and timely implementation.
- Fluency in Bahasa Indonesia is essential. Proficiency in English (written and spoken) is required for global team coordination and donor reporting.
- Strong written communication skills, with an ability to translate data into clear, accessible insights for non-specialist audiences.
- Ability to work collaboratively across teams and contexts, including with people from diverse backgrounds and roles.
- Ability to balance analytical rigour with practical, on-the-ground realities of programme
implementation.

REMUNERATION AND BENEFITS
A consultancy fee of IDR 249,645,744/- per year along with reimbursement for medical insurance will be paid for your service (subject to relevant taxes).
